Combining semantic "tags" with machine learning techniques should be the way to go, we need to have tools to identify patterns in those tags manually created by people, then develop algorithms to learn these tags and possibly automatically create tags in the future.

Collaborative learning is always important, it is not just collaboration between algorithms, it should be the collaborations between all sorts of agents: human beings, algorithms, an organization, a web page containing information and exchanging information with other web pages. Observing the behavior of these agents, the information exchange between them, and identifying the patterns of information exchange history, are the things I want to explore in the near future.

The fundamental problem is: what are the general mechanisms enabling people to distribute knowledge in a systematical and fast way, can we have a "Watch Dog" to suggest people which parts of the documents they need to focus on for getting their job done?
